      • Synopsis: Resolution amends prior Council Resolution approving 2021 Redevelopment District Bonds to add certain Palladium projects to the eligible project list.
    • Second Reading of Ordinance D-2657-22; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 2, Section 25 of the Carmel City Code; Sponsor(s): Councilor(s) Rider, Worrell, Aasen, Finkam, Nelson and Campbell.       • Synopsis: Amends the definition of “public art,” and clarifies that only permanent public art acquisitions will be subject to review by the Carmel Public Art Advisory Committee.

      • Synopsis: Appropriates $104,394.45 to pay for additional expenses associated with the replacement of a culvert on the Monon Greenway.
    • First Reading of Ordinance D-2653-22; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Appropriation of Funds from the Operating Balance of the Motor Vehicle Highway Fund (Fund #201); Sponsor(s): Councilor(s) Rider, Finkam and Aasen.
      • Synopsis: Appropriates funds that were received from INDOT as Local Public Agency reimbursements.
    • First Reading of Ordinance D-2654-22; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the Storm Water Management Fund to the 2022 Storm Water Budget; Sponsor(s): Councilor(s) Rider, Finkam and Aasen.
      • Synopsis: This ordinance appropriates funds to the 2022 Storm Water Budget that were received from the Community Development Block Grant and Duke Energy in order to use the funds for storm water projects.
    • First Reading of Ordinance D-2655-22; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the Operating Balance of the General Fund to the 2022 Carmel Fire Department Budget; Sponsor(s): Councilor(s) Worrell and Rider.
      • Synopsis: This ordinance appropriates funds to the 2022 Carmel Fire Department budget that were received by the City as reimbursements for the performance of public safety functions at public events. It also appropriates funds received from FEMA grants, participation in the Indiana Task Force and the Hamilton County Community Opioid Prevention Efforts’ Quick Response Team to the 2022 Carmel Fire Department Budget.
    • First Reading of Ordinance D-2658-22; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the General Fund #101 to the 2022 Carmel Police Department Budget; Sponsor(s): Councilor(s) Rider, Finkam and Aasen.
      • Synopsis: This ordinance appropriates funds into the Carmel Police Department’s 2022 budget that were received from Carmel Clay Schools for the School Resource Officer program, as well as federal grant money received for the Department’s participation in the DUI Task Force, Quick Response Team and the Click It to Live It program.

    • Resolution CC-12-05-22-10: A Resolution of the Common Council of the City of Carmel, Indiana, Amending Resolution CC-04-18-22-01 Previously Adopted by the Council; Sponsor: Councilor Rider.
      • Synopsis: This resolution amends the prior Council Resolution amending and approving the Carmel Comprehensive Plan.
    • Resolution CC-12-05-22-01: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds from the Grant Fund (Fund #900) into the Carmel Medical Escrow Fund (Fund #301), Parks and Recreation Extended School Enrichment Fund (Fund #108 – Department #1081 – Before & After School Care), the Parks and Recreation Non-Reverting Monon Center Operating Fund (Fund #109) and the General Fund (Fund #101); Sponsor(s): Councilor(s) Rider, Finkam and Aasen.
      • Synopsis: Transfers $184,318.00 received from the Federal Emergency Management Agency (“FEMA”) for the reimbursement of COVID-19 related expenditures from the Grant Fund (Fund #900) into various City funds.
    • Resolution CC-12-05-22-02: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds Between the Grant Fund (CPD)(#900) and the General Fund (#101); Sponsor(s): Councilor(s) Rider, Finkam and Aasen.
      • Synopsis: Transfers $31,851.76 from the Grant Fund (CPD)(#900) to the General Fund (#101) so that federal grant funds received for the Carmel Police Department’s participation in the DUI Task Force, Quick Response Team and the Click It to Live It program can be used to pay overtime earned by officers who worked on the programs.
    • Resolution CC-12-05-22-03: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds Between the Grant Fund (#900) and the Storm Water Management Fund (#250); Sponsor(s): Councilor(s) Rider, Finkam and Aasen.
      • Synopsis: Transfers $20,229.70 that was received from the Community Development Block Grant (“CDBG”) for storm water infrastructure projects from the Grant Fund (#900) to the Storm Water Management Fund (#250).
    • Resolution CC-12-05-22-04: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds Between the Grant Fund (#900) and the Motor Vehicle Highway Fund (#201); Sponsor(s): Councilor(s) Rider, Finkam and Aasen.
      • Synopsis: Transfers $8,786.14 that was received for Local Public Agency reimbursements from the Indiana Department of Transportation from the Grant Fund (#900) to the Motor Vehicle Highway Fund (#201).
    • Resolution CC-12-05-22-05: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds Between the Motor Vehicle Highway Fund (#201) and the Storm Water Management Fund (#250); Sponsor(s): Councilor(s) Rider, Finkam and Aasen.
      • Synopsis: Transfers $49,373.37 that was received as reimbursements from Duke Energy from the Motor Vehicle Highway Fund (#201) to the Storm Water Management Fund (#250).

      • Synopsis: Transfers $9,000 from the Software Maintenance Contracts line item into the Gasoline and Hardware line items within the 2022 Motor Vehicle Highway Fund Engineering Department Budget.

      • Synopsis: Transfers $121,539.59 from the Grant Fund (CFD)(#900) to the General Fund (#101) so that reimbursements received from the Federal Emergency Management Agency can be used to pay overtime worked by CFD firefighters.

      • Synopsis: Changes the name of the Non-Reverting Center Green Ice Rink Fund (Fund 922) to the Non-Reverting Carter Green Ice Rink Fund.
