Sen. Walker Talks About Session

This week, the 2025 legislative session came to an end following the approval of the state’s next biennial budget.

The budget is balanced, makes government more efficient and protects Hoosier taxpayers while supporting K-12 education, public safety and essential services.

It was an honor to serve as your state senator this legislative session and work on initiatives that benefit our community and our state. This year, we focused on creating opportunities for economic growth, delivering property tax relief for Hoosiers, and passing a balanced biennial state budget that reflects Indiana’s commitment to fiscal responsibility.

During this legislative session, I authored and sponsored several bills that promote fiscal responsibility, support veterans and provide greater health care options for seniors. 

The following Senate bills I authored and supported passed both the Senate and House of Representatives and were signed by the governor or are awaiting further consideration by the governor:

  • Senate Bill 290 (moved to House Enrolled Act 1427), which will ensure Fishers receives a more equitable share of local income taxes that have been paid by Fishers residents. 
  • Senate Enrolled Act 5, which will improve transparency and accountability of government contracts, oversight of new federal funds and programs, and efficiency in government staffing. 
  • Senate Enrolled Act 209, which will allow charitable veteran and fraternal organizations to use electronic versions of pull tabs.
  • Senate Enrolled Act 108, which will allow charity gaming proceeds to be used for any lawful purpose by a veteran organization including building improvements or veteran services.
  • Senate Enrolled Act 306, which will expand the tax incentive for film media to come to Indiana and produce films or similar creative works, which will create economic growth.

This session, I also sponsored the following House bills:

  • House Enrolled Act 1226, which will allow Hoosier seniors to switch their Medicare supplemental insurance without a medical exam.
  • House Enrolled Act 1441, which will allow a foster youth at least 16 years old or an emancipated minor under 18 years of age to open a savings or checking account at a bank or savings union without an adult cosigner.
  • House Enrolled Act 1125, which will allow Hoosiers early access to wages they’ve earned.
  • House Enrolled Act 1347, which will update Indiana real estate laws and enact stronger transparency requirements for real estate sale disclosure forms.
  • House Enrolled Act 1322, which will allow blockchain technology to be studied, identify how state agencies can protect Hoosiers’ online data, and look for greater cost efficiencies.

Over the coming weeks, I will be providing more information on initiatives resulting from this year’s session. Though the 2025 legislative session is over, work will continue in the months ahead as I meet with constituents and fellow lawmakers to prepare for the 2026 legislative session.
