Lopez Bills Pass House, Move Forward
Two bills carried by State Rep. Danny Lopez (R-Carmel) that would empower foster youth and crack down on hate littering recently passed the Indiana House of Representatives.
Senate Bill 15, which passed the House unanimously, codifies a ‘Foster Youth Bill of Rights’ aimed to clearly outline their rights and responsibilities, and make that information accessible, up to date and transparent.
“Every child in the foster care system deserves a voice, a clear understanding of their rights and access to the resources they need to thrive,” Lopez said. “This legislation empowers Hoosier foster children to succeed now and in the future.”
Additionally, Senate Bill 160 cracks down on threatening behavior and adds tougher consequences for crimes meant to scare or intimidate others. It makes wearing a mask while committing a crime a sentencing aggravator and aims to fight the growing issue of hate littering in Indiana, by making it a Class A misdemeanor to leave trash on another person’s property with intent to cause fear.
“Our communities should be safe and free from intimidation,” Lopez said. “This legislation strengthens penalties for those who commit crimes while concealing their identity and cracks down on hate littering, sending a clear message that threats and intimidation will not be tolerated. I’m proud to sponsor this bill and I’m grateful for my colleagues’ support.”
Both SB 15 and SB 160 return to the Senate for final consideration. Once a bill passes both chambers in the same form or amendments are concurred on, it is considered an enrolled act and ready for consideration as a new law by the governor.
